HURRICANE

High velocity wind, still just    a scattered tropical depression,    howls and churns up the seas to the east Undulating,    gaining strength,    beginning to spin counterclockwise,    growls and turns up toward the coast Racing west at a rate of 10 mph    with estimated winds of 
0     sustained, even higher in gusts Raging winds ,torrential rains,    and high tides create a storm surge    that can reach a height of 20 feet plus    twenty miles wide. A thrust of such Intensity that it could destroy everything     in its path if it sweeps inland;      tidal swell that remains on present Course would reach landfall    in approximately 36 to 48 hours    predictions as to where and when    it will hit need to be exact and Are among the duties of seasoned meteorologists     and fearless pilots willing to fly blindly    into this whirling, black and Nebulous roar searching for    the coordinates of the "eye"    in order to calculate its movement rate Evacuees fleeing the storm's furies    fill all six lanes of the "I"    with clogs of trucks and cars,    while the " ride-it-out" bunch    foolishly stay and plan a party

Not an acrostic "by the rules", but I think you can see the reason for caps on some words and not others... Also the punctuation is restricted on purpose to commas for clarity's sake only...I used to be in the bunch of cars on the "I" fleeing the Hurricane...one too many, and we decided to move away from the coast..
